US Conference of Mayors Adopts Resolution for Elimination Nuclear Weapons by 2020

"On June 23, 2008, the US Conference of Mayors (USCM), at its 76th annual meeting in Miami, Florida, unanimously adopted a far-reaching resolution entitled "Support for the Elimination of All Nuclear Weapons by the Year 2020." See full text below
The resolution, submitted by Mayors for Peace Vice-President Donald Plusquellic (Akron, Ohio) and 9 co-sponsors, recommends that the U.S. government "urgently consider" an agreement - the "Hiroshima-Nagasaki Protocol" - as a means of "fulfilling the promise of the NPT by the year 2020, thereby meeting the obligation found by the International Court of Justice in 1996 to 'conclude negotiations leading to nuclear disarmament in all its aspects under strict and effective international control.'" The resolution also encourages USCM members to participate in the delegation and activities being organized by Mayors for Peace at the third NPT Review Conference Preparatory Committee Meeting in New York in May 2009, and to sign the Cities Appeal being circulated in support of the Hiroshima-Nagasaki Protocol and to encourage other elected officials in their cities to do likewise....."

Members of the European Parliament launch support for total ban of nuclear weapons

A New Approach to Missile Defense in Europe

"July 02, 2008 - The Bush administration sees missile defense as a central part of its legacy and thus has pressed aggressively to secure agreement to deploy a missile defense system in Central Europe. This has created tensions with U.S. allies and could deal another blow to relations with Moscow. Slowing the process offers a smarter way to manage the issue.

The Bush administration came to office determined to make things happen on missile defense. It did, quickly withdrawing from the 1972 Anti-Ballistic Missile Treaty and deploying a handful of missile interceptors in Alaska and California to counter North Korea. It then announced plans to place a missile defense radar in the Czech Republic plus interceptors in Poland to protect against an anticipated Iranian missile threat.

While the Czechs have agreed to host the radar, talks with the Poles have bogged down, and Washington reportedly has explored basing the interceptors in Lithuania. Warsaw wants some expensive help in upgrading air defenses. The Poles are dragging their feet in part because they do not know what the next U.S. administration will do. They understandably do not want to be left holding the bag - having created a domestic political row and a new irritant in their relations with Moscow - if the new administration slows or cancels the program.

The next administration will have reasons to reexamine the wisdom of the missile defense plans...."

India's Temples Go Green

"The Tirumala temple, in the south Indian city of Tirupathi, is one of Hinduism's holiest shrines. Over 5,000 pilgrims a day visit this city of seven hills, filling Tirumala's coffers with donations and making it India's richest temple. But since 2002, Tirumala has also been generating revenue from a less likely source: carbon credits. For decades, the temple's community kitchen has fed nearly 15,000 people, cooking 30,000 meals a day. Five years ago, Tirumala adopted solar cooking technology, allowing it to dramatically cut down on the amount of diesel fuel it uses. The temple now sells the emission reduction credits it earns to a Swiss green-technology investor, Good Energies Inc.

Like Tirumala, dozens of holy places across India are moving quietly towards green energy. Muni Seva Ashram, in Gujarat, which combines spiritual practice with social activism, is working to make its premises entirely green by using solar, wind and biogas energy. A residential school for 400 students is already running exclusively on green energy. Starting this year, the ashram will also sell three million carbon credits. A similar movement is afoot at the revered Sai Baba Temple in Shirdi, Maharashtra. "Our aim is to avoid pollution in every way," says Raghunath Aher, the temple's chief engineer. "A holy place should be pure and completely in harmony with nature."...."

The news has been greeted by the domestic political opposition with howls of protest and accusations of deception and a violation of the commitment the Manmohan Singh government made just a few days ago to seek a vote of confidence from Parliament before approaching the IAEA Board of Governors.

Meanwhile, the text of the safeguards agreement, which the government claims is classified and confidential, has been leaked. " The draft text negotiated with the IAEA places the country mid-way between nuclear weapon states and non-nuclear weapon states in terms of its rights and obligations.

By going about its business of approaching the Board of Governors of the International Atomic Energy Agency for approval of India's safeguards agreement with stealth and even subterfuge, the United Progressive Alliance government has scored a political own-goal which is likely to detract from the debate over the contents of the safeguards text itself.

This is unfortunate because the 23-page document, negotiated over five rounds of meetings between India and the IAEA Secretariat, contains much that is worthy of comment and analysis. The bulk of the technical aspects of the document - especially on safeguards procedures - with one or two important exceptions is virtually a carbon copy of the provisions found in the Agency's template document for site-specific safeguards in a non-nuclear weapon state (Infcirc 66/Rev.2). But it is in the crucial provisions dealing with (1) what is to be safeguarded and for how long, and (2) the purpose and objective of the safeguards agreement and the conditions under which it is operative, that the draft takes on an "India-specific" character that is radically different from the ones applicable to NNWSs...."

Negotiating India's Next Nuclear Explosion

"...All of which raises the question, if this "peaceful" nuclear deal isn't to pump up U.S. reactor sales, just what is it about? One could argue that India could use more foreign uranium. It's recently run so low on domestic fuel that it's had to reduce the power production level of its civilian reactors significantly. It also needs foreign uranium because its own uranium production has remained relatively flat, while its civilian and military requirements have risen.

This is where the trouble begins. It turns out that fueling India's civilian reactors with foreign fuel is not all that peaceful. As K. Subrahmanyam, former head of India's National Security Advisory board noted, "Given India's uranium ore crunch . . . it is to India's advantage to categorize as many power reactors as possible as civilian ones to be refueled by imported uranium and conserve our native uranium fuel for weapons grade plutonium production."....

An Uncomfortable Conversation about Nukes

Keep in mind, these four people are not just major defense hawks. People like Kissinger and Nunn helped push through the single most dangerous and destabilizing innovation in nuclear weaponry, the arming of missiles with multiple warheads. All four have supported every conflict the United States has engaged in since World War II, all have enthusiastically supported nuclear weapons, and none has suddenly gone kumbaya on us.

"PARIS, Jun 13 (IPS) - The proposal by the Paris-based International Energy Agency for more than 1,400 nuclear power plants to be built over the next 40 years is unfeasible, environmental activists say....

....The IEA proposal was received with downright criticism. German minister for the environment Sigmar Gabriel called the IEA proposal "a rampage". Some environmental activists have urged the OECD to stop financing the agency as long as it is not able to perform a "responsible job".

"You cannot handle the problem of the future of energy in a more irresponsible way than the IEA has done with its proposal," Gabriel told German media. Gabriel pointed out that there is just not enough uranium to fuel the proposed new 1,400 nuclear power plants.

"The only other way to fuel the plants is to enrich plutonium, which in turn is the best way to nourish the proliferation of nuclear weapons," Gabriel said. "That situation would be a nightmare worse than any of our maddest dreams of the Cold War." ...."

JUST as it seemed headed for completion, the India-United States nuclear deal has run into big trouble. Indian officials had thought the US-drafted motion to get a waiver for India from the Nuclear Suppliers' Group's nuclear trade rules would "sail through."

Getting consensus on it would be as smooth as "a knife going through butter." A handful of dissenting member-states would express reservations. Soon thereafter, Germany, the NSG chair, would announce a "consensus."

The US Congress would ratify the deal by September. India would have its Nuclear Nirvana.

Yet, more than 20 of the NSG's 45 members expressed reservations...."

"Vienna: The Nuclear Suppliers Group is meeting again here on Thursday to review a fresh American proposal to exempt India from the 45-nation cartel's requirement of full-scope safeguards as a condition for nuclear exports.

Full-scope safeguards means each and every nuclear facility in a country must be placed under the supervision of the International Atomic Energy Agency, something India refuses to do since it has a nuclear weapons programme

An earlier United States proposal was shot down at a special plenary of the NSG in Vienna on August 21 and 22, with many countries demanding the imposition of stricter conditions on India. The new draft, which was finalized by the U.S. in consultation with India on Friday night and made available to NSG members the next day, was meant to reflect those demands but several countries have told The Hindu the fresh provisions are inadequate...."

I appeal to these countries and to all others in the NSG to remain faithful to the principles of the NPT in the face of nuclear weapons states interests and the commercial profit motives of nuclear technology and materials exporters.

"I congratulate the US and India in shooting down the NPT and would like to ask them in a couple of months or years, if they believe they got value for their money.

The bulling and armtwisting of the six states, opposing the US-India Nuclear Deal in favore of Non-Proliferation at the NSG, by the US and India was not a nice thing to see happening.

These states gave way to the US and India after tremendous pressure was put upon them in the end. Its result is the NPT laying mortally wounded in the street and an armageddon is more likely to happen.

My reaction is the following update of my website ment as a warning for anyone who celebrates the US-India Nuclear Deal.

Here is a glims of what a nuclear war will look like. Only the Nuclear Weapons deployed by the Nuclear Weapon States today are much more powerful then the one dropped at Hiroshima. And here is what it looked like - Hell on earth already then...
